GCE Board response to the Education Commission on the International Financing Facility For Education (IFFED) principles paper

Following up on the Education Commission’s consultation on a draft set of principles that is to guide the development of a proposed International Financing Facility for Education (IFFEd), the Board of the Global Campaign for Education agreed on a common feedback to these principles during its meeting last week in Beirut.

While the GCE welcomes the efforts made to address its previous concerns, it also further requested more clarity on 9 discussion points, including:

  • increasing indebtedness of lower-middle income countries, many of whom are already in moderate or high debt distress;
  • the need for more balanced efforts on other aspects of financing, including clearer targets on domestic financing and tax justice;
  • the risks of creating parallel criteria,  indicators and structures;
  • the need for more clear commitments to the right to education, to public education systems and to civil society engagement.

The GCE remains committed to a constructive dialogue with the Education Commission and hopes the transparent sharing of information will help engage our membership more fully.
