Dear GCE Supporter
In just a few weeks UNESCO will convene the Education for All High Level Group, returning symbolically to Dakar, where world leaders committed to the EFA goals in 2000. Seven and a half years since the World Education Forum, and seven a half years from the Education for All (EFA) deadline – this should be a time of serious reflection and re-commitments.
The world is seriously off track for meeting the EFA targets. Whilst progress has been made in getting children in school, there’s much more that needs to be done to achieve the essence of the EFA goals –free good quality education to everyone, including the 750 million adults that cannot read and write. Achieving the holistic EFA agenda is possible (if there was global political will) - it is also essential if the world is really to be changed and truly benefit from education.
On the eve of the High Level Group GCE will launch the first ever Global Report Card entitled No Excuses. Like GCE’s previous report cards on donor countries, and a similar report for developing country governments GCE and ASPBAE, each leader has been given a report card ranking their efforts and progress made towards Education for All. The report card praises the few good performers, criticises many governments for failing to keep their promises and demands that they urgently try harder!
As the High Level Group draws near, GCE members are gearing up for a week of lobbying and campaigning both in Senegal and the wider world. GCE will continue to lobby to make sure that this key moment does not get brushed aside – as positive outcomes from this meeting are critical to the lives of close to a billion people.

Education for All Working Group

|
14-16 November: This year’s EFAWG was scheduled later in the year to enable participants to deliberate Global Monitoring Report findings. For the first time, the meeting was structured around small working groups, debating equity, quality and education financing. Fragile states and ‘neglected’ EFA goals were cross-cutting themes. GCE members were there in force, vigorously lobbying to ensure that strong, action-oriented recommendations go through to the High-Level Group in December. |

New Report: Amnesty International - Slovakia: Romani children denied equal education free from discrimination

|
15th November: This Amnesty International Report: Still separate, still unequal: Violations of the right to education for Romani children in Slovakia, reveals that Romani children placed unnecessarily in special schools receive a reduced curriculum and have practically no possibilities of reintegrating into mainstream schools or advancing to secondary education. The report calls on the authorities of Slovakia to state loud and clear their determination to eradicate segregation in the education of Romani children and to take swift measures to reverse it. Ghana: GNECC on Capitation Grant

12th November: THE GHANA National Education Campaign Coalition, Volta Regional Chapter, has called on government to review the amount allocated to each child under the Capitation Grant so that a greater amount will be given to JSS pupils. Read full article here |

UNESCO: Ministerial Round Table “Education and Economic Development”

|
3rd November: Kailash Satyarthi addressed the Ministerial Round Table on Education and Economic Development on October 20th calling for meaningful partnerships to achieve EFA A communiqué has been issued based on recommendations by 96 Member States. Four plenary sessions generated proposals for future action in policy-making processes. Access the communiqué here |

New Report: Global AIDS Alliance report and call to action on School-Related Violence

|
The Global AIDS Alliance has released a report based on a review of the Educational Sector Plans (ESPs) of ten African countries that are being supported by the World Bank's Education for All–Fast Track Initiative (FTI). Titled Violence Free Zone: End School-Related Violence, Prevent HIV/AIDS, the report recommends concrete action steps for the Fast Track Initiative, national governments and their education ministries, and donor governments and agencies in order to scale up effective, comprehensive programs to prevent, counter, and respond to school-related violence. |
The Forum for Education NGOs in Uganda (FENU), and ANCEFA hosted a successful meeting on education, around the time of the Commonweatlh Heads of Goverment Meeting this week. After much campaigning, FENU prepared text on education as the key to empowerment that was included in Museveni's address to the CHOGM. |

Teacher Unions and Education NGOs meet in Kenya

|
Heads of teacher unions, NGOs and education networks from eastern and southern Africa met in Nairobi on the 15th – 17th October to discuss the Parktonian Recommendations and education campaigning in the region. The Kenya Education Permanent Secretary attended the opening, and the event was covered well in the media. Read the Nation article

The Pan-Commonwealth Forum on Open Learning Invites Contributions
|
The Pan-Commonwealth Forum on Open Learning is taking place in London from 13 to 17 July 2008, to explore the role of innovative education methods and programmes in achieving international development goals. The Forum will bring together practitioners, planners, activists, researchers and policymakers to share work and experiences from more than 50 countries. The World’s Biggest Lesson

The date has been set for next year’s Global Action Week’s highlight event. Campaigners will take politicians and journalists Back to School on the 23rd April, when they will take part in the record breaking attempt: The World’s Biggest Lesson.
