What the Global Campaign for Education wants!
Education is not just an end in itself. It is crucial to reducing poverty, improving general health,
halting the spread of HIV and AIDS, and enabling people to play a full part in their communities and nations.
The only way to give all children and illiterate adults an education is for every government in the
world, no matter what their resources, to act together.
Currently things are moving too slowly - at this rate every child won't get into school until 2150!
It does not have to be this way - the world has the resources and capacity to ensure that everyone has a
quality education by 2015. In fact world leaders promised to make this a reality when they signed the six
Education for All goals - most recently in 2000. See the Education for All goals.
Education for All Goals
- Expand early childhood care and education.
- Ensure all children, complete free and compulsory, good quality primary education.
- Ensure equal access to learning and life-skills for adults and young people.
- Ensure a 50% improvement in adult literacy rates.
- Achieve gender parity in education by 2005, and gender equality by 2015.
- Improve the quality of education.
To make sure that the world keeps their promises and makes Education for All a reality - the Global
Campaign for Education has a set of asks to:
- Poor countries
Poor countries should:
- Each government should guarantee free, compulsory education for all. This guarantee should stand
up in court, and be communicated to the public through the media.
- In order to make free education for all a reality, each country needs to have a very good plan,
and put this into action urgently.
- Make sure that they are spending adequate amounts on education:
- A minimum of 6% of the Government's spend should be on education, and at least half of this on basic
education (the first 8 years of school).
- At least 20% of what the government spends on services should be on education.
- Rich countries
Rich countries should:
- Keep their promises and pay for the financial gap to enable Education for All to happen. Combined
all rich countries need to give $15-16 billion every year in Overseas Development Assistance by 2009.
- Provide poor countries with the support they need to make sure that they realise Education for All.
This means providing quality, long-term aid through a global financing plan called the Education for
All Fast Track Initiative.
- Make sure that no child is discriminated from an equal chance of a quality free education in their
own country.
- Global bodies such as the World Bank and International Monetary Fund
Global bodies should:
- Give poor countries control over their long-term investment in their education system.
- Stop limiting government's spend on teacher recruitment or pay - so that each government can
correctly judge the amount to pay the quality teachers so that they stay and grow in the profession.
